"The Dalea Caf is a high-volume caf-bistro in the thick of the Parisian traffic at the foot of the Montparnasse Tower. The caf s prominence makes it a target for rebuke for practices that may be no worse than at the vast majority of the city's...other cafs but that for its size earn it a singling out. The Dalea, like most cafs, has a terrace in front, the place where Parisians witness the urban scene. Two rows and about 20 tables pack in 40-some clients. Then one level above the terrace, partly divided by glass, are more tables. Smokers may use the terrace tables, largely open to outdoor air. Nonsmokers, at least those offended by smoke, must settle for the closed indoor room space and obstructed views of the scene. Even in the chill of winter, smokers find comfort enough since Dalea, like most other big cafs, lines the underside of its terrace's awnings with radiant heaters. The authorities have been trying for seven years to curb smoking, in part with health warnings on cigarette packages and by confining smokers outside and exiling them from building interiors. But that has backfired. Smokers get the best seats, and to compete.cafs have been lacing the boulevard canopy with heaters. At Dalea, to get to a table, we had to navigate the fog in the terrace and still get whiffs so far it inside. Far all that, our meal was on balance satisfactory. My boeuf bourguignon hadn't boon cooked long enough so it chewed like a bicycle tire. Yvonne's crevette and avocado cocktail was delicious, and she was pleased enough with our tuna and salmon brochettes. Our Ctes du Rhone was good--and cheap, thanks to the dive of the Euro. Still, at this caf like most, smoking is best kept to the meat."
